In France you can get a PC and Broadband Wireless for a Buck a Day!

In 2004, the government sponsored a similar scheme to equip university students with a laptop for E1 a day. From September 2004 to September 2005, the proportion of students owning laptops rose from 8% to 22% with the project scheduled to continue until 35% of French students are equipped with laptops.
